俄罗斯加密货币行业协会成立在线帮助中心

近日俄罗斯区块链和加密货币协会(后文简称RABAC)开设了一项新服务,以保护被欺骗的加密货币投资者。在新服务的框架内,RABAC 将积极与警方、联邦安全局(FSB)和国际刑警组织合作。

这项服务是加密货币相关欺诈案件和诈骗受害者的在线支持服务,协会针对这一服务开设了新的部门。新部门将由 RABAC 负责托管机制的副总裁 Denis Dushnov 和负责技术推广的副总裁 Alexander Brazhnikov 负责。

在被黑客攻击次数最多的加密货币交易所的国家中,俄罗斯排名第三。仅在 2018 年第一季度,与加密货币相关的网络犯罪数就飙升了 32%。在加密货币投资领域,俄罗斯用户所遭受的经济损失较大。一个名叫 WEX 的加密货币交易所中,不少于一百万俄罗斯的加密交易者的账户被冻结。那些因交易所关闭而亏本的人准备对诈骗平台提出指控,其中的许多受害者已经向 RABAC 寻求帮助。

据悉,该协会的新部门将提供广泛的服务,例如为欺诈交易者提供支持,以及对新的加密项目进行诈骗相关的风险评估。 具体包括:追踪被盗投资、搜索可疑的贪污者、搜索与涉嫌贪污的公司相关的交易对手、协助解决法律纠纷、协助解决财产纠纷。

俄罗斯公民可以通过电话,电子邮件或官方网站联系该平台,该平台同时通过面对面的会议来进行进一步讨论。所有投诉人将在一天内收到反馈。申请帮助的人将通过填写问卷调查,以便服务人员详细查看每个案例的具体情况。然后,该服务部门通过指定面对面的会议来分析案例并讨论进一步的行动。

该平台将通过 Fpcia.com 门户网站收集投诉,并为用户提供处理最常见的防止欺诈的基本方法。RABAC 解释说,尽管该国缺乏加密货币市场监管,但他们将与俄罗斯执法机构合作。由于区块链行业不局限于国界,新服务将在俄罗斯和国外同时运营。

本月早些时候,RABAC 宣布将起草区块链和加密货币领域现行法规草案的修正案,同时还建议在加密领域引入 KYC 和 AML 程序。这些修改和提议也是为了为了进一步加强对加密货币领域的管理,减少欺诈行为的发生。

Russian Association of Blockchain and Cryptocurrency (RABAC) opens a new service to protect defrauded investors in crypto. Within the framework of the new service, RABAC is going to actively cooperate with Police, Federal Security Service (FSB) and Interpol.

The online support service for victims of cryptocurrency-related frauds and scams is opening today under the aegis of RABAC. The new division will be coordinated by RABAC’s vice president in charge of Escrow-mechanism implementation Denis Dushnov and vice president in charge of technology promotion Alexander Brazhnikov.

Russia is ranking third in the list of countries with the greatest number of hacked cryptocurrency exchanges. The overall number of cryptocurrency-related cybercrimes has surged by 32% in the Q1 2018 alone here. The financial losses suffered by Russians involved with the sphere of crypto keep on piling up not least because of the financial pyramid Cashberry, which is responsible for total damages amounting to about ?3 billion (roughly $45.66 million). The case with the ill-famed cryptocurrency exchange WEX should also be taken into account in this context, as the accounts of no less than a million of Russian crypto traders keep on being frozen on it. Those who have lost their money due to the exchange’s closure are known to be preparing to press charges against the scammed platform. Many of the victims have already been appealing to RABAC for help. It is also worth noting, that according to statistics, 70% of Russia-based ICOs turned out to be scams.

First Private Cryptocurrency Investigation Agency (FPCIA) and Troubleshooting Consulting (TSC) are the possible working names of the RABAC’s project. The new division will supposedly provide a wide range of services, like providing support to defrauded traders and scam-related risk assessment of new crypto projects. Other services to be provided by FPCIA/TSC include:

  1. Tracking the investments stolen
  2. Searching for suspected embezzlers
  3. Searching for counterparties linked to companies suspected in embezzlement
  4. Assistance in settling legal disputes
  5. Assistance in settling property disputes

Russian citizens will be able to contact FPCIA/TSC via phone, e-mail or official website. They have noted in RABAC, however, that in-person meetings will be much more helpful in terms of further work effectiveness.

All the complainants will receive feedback from FPCIA/TSC within a day. All those who apply for help will also be provided by questionnaires to fill out, so that the service could look into the circumstances of each given case in detail. FPCIA/TSC will then be able to appoint in-person meetings to analyze cases and discuss further actions.

The organization will launch Fpcia.com portal to collect the complaints and provide users with basic methodology for dealing with most common sorts of scams and frauds. As explained by RABAC, they will cooperate with Russian law enforcement agencies despite the lack of cryptocurrency market regulation in the country. The new service will operate both in Russia and abroad, as the blockchain industry is not confined to national borders.

Earlier this month, RABAC announced it will draft amendments to the existing draft regulation in the field of blockchain and cryptocurrencies. The association believes that direct transactions between owners of tokens should be legalized, given that proper taxation rules would be applied to crypto assets. RABAC also suggested the introduction of KYC and AML procedures in the crypto sphere.

Back in October, the president of the Russian Union of Industrialists and Entrepreneurs (RUIE) Alexander Shokhin heavily criticized the three draft laws on cryptocurrency and investment platform regulation, which had been earlier adopted in the first reading by the State Duma. He proposed to postpone their further readings till the next year and submitted his own version of the draft for digital asset regulation to the PM Dmitry Medvedev.
